In today’s world, global megatrends in Health, Gaming & Visualization, Artificial Intelligence, Cloud, and network (5G-6G) infrastructure are driving the electronics demand, resulting in an almost insatiable demand for microchips. This global semiconductor industry is expected to double to approximately € 1 trillion in 2030.

Looking back, Europe has significantly lost its market share in semiconductor manufacturing. From 20% of global production capacity in 2000 to a mere 8% in 2021. To keep this share Europe will have to double its manufacturing capacity. The Chips Act’s goal is to get back to a meaningful market share of around 20%, which means to quadruple the current manufacturing capacity.

One of the strategic objectives of the Chips Act is to address the skills shortage in microelectronics design and manufacturing. The Pact for Skills program plays a crucial role in supporting the Chips Act by creating a European Microelectronics Industry University Network to attract the best diverse global talent into Europe as the place to be in Semiconductor research, development, and manufacturing, using a digital education and learning platform. Focus on Diversity and Inclusion will be key in the program. Furthermore, an awareness campaign will be initiated to touch the hearts and minds of all the Europeans on how semiconductors contribute to a better life and a better planet.

The Pact for Skills program is driven by its Executive Board that drives three working groups, coordinated by the Pact for Skills Board Members: 1) Industry University Network & (online) Learning Platform, 2) Interest and Awareness Raising, 3) Diversity, Equity and Inclusion.
